The default .bash_profile (copied from /etc/skel when accounts
are created) already does this:

  # set PATH so it includes user's private bin if it exists
  if [ -d ~/bin ] ; then
      PATH=~/bin:"${PATH}"
  fi

But the directory has to already exist or the test fails.
