Well, last time I tried to switch to breezy (on my work computer), I got
errors with xlib-data and libx11-6. So, all I did was:
sudo apt-get dist-upgrade
[got an error]
sudo apt-get -f install
[fixed some bugs]
sudo apt-get dist-upgrade
[and repeat everything again]
Things got upgrade, but not xlib-data or libx11-6. Then I tried to
remove libx11-6 (remove some bits, I wrote them down to install again),
did a "dist-upgrade" without errors and installed the removed
applications. Eventually, it work. I just don't know if I kept trying
"dist-upgrade/-f install" things would work out later.
Also, try updating again. A few days ago I saw a message about this same
thing on breezy-updates.

As far as I recall, there is no easy way to "downgrade" ubuntu.
