why can't synaptic install nvu

"nvu" is available in "archive.ubuntu.com" for Breezy (the soon to be
released new Ubuntu version).  You, most likely as the rest of us, have
Hoary repository *only* configured in "/etc/apt/sources.list" and thus
can't find it.

I advice you not to include the Breezy repository in your Hoary until
it's released unless you are willing to take the risk of an unstable and
very often updated system.
