starting shorewall

I am trying to use shorewall to make a nat/router/gatway box.  I am using the 
files that came with apt-get install shorewall and tarball from 
http://www.shorewall.net/two-interface.htm

# shorewall start
should it set /proc/sys/net/ipv4/ip_forward ?

root at cware1:/etc/shorewall # echo 1> /proc/sys/net/ipv4/ip_forward
root at cware1:/etc/shorewall # cat /proc/sys/net/ipv4/ip_forward
0

I added both
startup=1
STARTUP_ENABLED=Yes

in /etc/shorewall/shorewall.conf

Is there a Ubuntu page describing what is needed?
