xlibs and xlibs-data

I installed Breezy by doing

sudo apt-get upgrade

and X would not start. A remedy for this is

sudo dpkg -i --force-overwrite /var/cache/apt/archives/xlibs-data_6.8.2_all.deb && sudo apt-get install -f

that failed. On closer inspection I found that xlibs_6.8.2_all.deb was in archives/ not xlibs-data.

I tried installing Breezy by doing

sudo apt-get dist-upgrade

which failed when xlibs-data was unpacked and encountered with xlibs. Are the two packages incompatible or something?
