Basically:


1) Delete everything in /var/tmp/kdecache-<your-username> (the one with 
your username in it).
2) Check the /etc/kde3/kdm/kdmrc file. Somewhere in the file it says 
"RootLogin" - this should be set to true.

(that makes Control Center open always in admin mode).

    -  OR -

When you want Control Center for admin stuff, open it with:
sudo kcontrol

(that opens kcontrol in admin mode).
