??? This would certainly be a bug. The library isnt supposed to be
in the developer package - these should contain things like the header
files. Libraries have their own packages: for the lib in question this
would be 'libstdc++6'. From the following:

 apt-file search libstdc++.so.6

I read that both 'libstdc++.so.6' and 'libstdc++.so.6.0.2' are
provided by said package. Please try to install this.
BTW, please do _not_ create such links yourself! Such actions might
cause confusion and sometimes hard to debug problems. To install
these links do:

 $ sudo ldconfig
