no it's not a backport repository.  It's an official Ubuntu repository
where packages that have bugs (but not security bugs) are updated by
Ubuntu people.  Add this line to your sources.list file to enable it:

deb http://archive.ubuntu.com/ubuntu  warty-updates  main restricted universe
