better way for optimizing packages

first of all, i set the environment
export DEBIAN_BUILDARCH=pentium4
then
apt-get build-dep package
then
apt-get -b source package
but the package is not installed
what do I need now to install it?
and, furthermore, is there a way to have a directory of
compiled&optimized packages so that synaptic can take them into account?
I have tried using apt-build but it is full of bugs
