No, but you can control that.  I copied Pine.rc to ~/.muttrc and added

set editor="nano"  

I originally had jpico (included with joe) but with the current version
ctrl-j not only reformats a paragraph, it sets the block marker (ctrl-^)
at the same time, which I find confusing.

Mutt is extremely configurable.
