automake 1.4 does not honour the "minimum-version requirement" argument
that can be passed to AM_INIT_AUTOMAKE in later versions, e.g:
AM_INIT_AUTOMAKE([1.8 gnu])
By adding this I can be sure that people won't accidentally generate the
Makefile.in files with 1.6 or 1.7, but that 1.8 and 1.9 are acceptable.
Automake 1.4 doesn't check this, so tries to generate the Makefile.in
files anyway and fails gloriously.
This is especially dangerous, because 1.4 is *still* the default
Automake (#116500, #228604).
