gnome-panel: Package is missing dependency on libnspr4

As of fairly recent hoary versions, the gnome-panel clock-applet relis
on libplds4.so, found in the libnspr4 package.  However, the package
doesn't have a dependency on libnspr4.  If you attempt to use the
clock without libnspr4 installed, it immediately dies with an OAF
activation error.
