When you install the .deb you _will have_ mplayer installed _system
wide_ (in the usual dirs: /usr etc). It's for the package creation that
you don't need root access.
Make install, instead, installs mplayer system wide but in different
dirs (/usr/local/), but is not always trivial to uninstall unless you
use installwatch, or other tools.
