Network settings not 'sticky'

I've just set up Samba so that I can share and move files between my
(currently) Windows 98 laptop and my Ubuntu desktop machine.  I've got
things to the stage where I can do this, but with one annoying rough
edge;  the 'Enable Windows networking' tickbox in the network settings
gui does not remain set after a restart.

In other words, I have to remember to enable Windows networking manually
when I want to attach the laptop to the network after the desktop
machine is restarted.  Surely this should be a 'sticky' setting?

What am I missing here?
