hoary, 2.6.9+ kernels and scalling

I'm using Hoary, and I have lost the power saving feature. Powernow says
that my processor cannot support frequency scalling, but it's a pentium
IV mobile, and in fact, it CAN support it. It even powersaved some
kernels ago {2.6.8}.

Is it a bug?
