Problem with ncurses apps

Since I didn't have the problem originally, I suspected that UTF-8 might
have caused this, so tried it on a Libranet install. With UTF-8, I have
the problem; everything looks fine with ISO-8859-1. Is this a bug with
UTF-8 or is there something else I need to do besides run
'dpkg-reconfigure locales' in order to use the UTF-8 locale?
