locale, once again

Hello,
sometime ago I had some troubles with locales. After cleaning up most
problems I am a bit concerned that Hoary will ship utf-8 only (is this a
misunderstanding of me?).
The main reason for these concerns is, that some applications, like LyX
or Emacs I often use don't support this for now.
To give an ugly example:
German Umlauts are displayed like this:
"Einfügen" is displayed as "EinfÄ1/4gen"
which is not only ugly, but can be a real effort to understand texts
with lots of words containing Umlauts (try LyX preference dialogs for
example). Don't know if this is a problem in other languages too.
If Hoary will default to utf-8 at euro at least users of similar languages
or Emacs/LyX are affected.
Well, now I have to switch... ;-)
