Firestarter 0.9.3 seems to block outgoing connections

Hi,

I am using Warty and I have installed Firestarter 0.9.3 through 
Synaptic. I have set up the firewall following the wizard but now when 
the firewall is active I cannot view web pages or check my (POP) email. 
I guess the firewall is blocking outgoing connections. I would expect 
the firewall to allow outgoing connections by default. In the manual for 
the latest version of Firestarter it describes it is possible to set the 
  policy for outgoing connections but I cannot find this option in 0.9.3 
or any reference to outgoing connections in the manual for 0.9.3.

Any ideas?
