Fortunately, you can receive free Ubuntu CDs via
http://shipit.ubuntulinux.org/ :-)
Or are you talking about security updates? I'm fairly confident that there
aren't quite 400+MB of updates yet. We have discussed the idea of making
security update CDs available for download, but so far there has been no
pressing need.
What I do personally is use a caching proxy server (squid), slightly tuned
for downloading packages, so that they are generally only downloaded once
from the Internet, and served to many local machines through the proxy.
