XFCE comes with a file manager - xffm - which is okay.

For the rest, it's your choice - most apps are easy to configure, 
though there's a few extra rough edges.

Just noticed (I'm running Hoary with universe enabled, btw) that 
there's two xfce packages in synaptic: xfce (version 3.8) and xfce4 - 
I'm running xfce4.
