tcl under ubuntu

I had a real time getting ubuntu to work on this old AMD 266/K2. 
However I have gotten it running.  My problem now is that I cannot get
a ./configure for eggdrop to see tcl.  I have tried removing tcl via
apt and reinstalling it but that didnt change anything.  the
./configure script is looking for tcl.h and libtcl.so  I have tried
finding these files using locate and also browsing around but I
cannot.
