[Hoary] update-notifier

Hi list, 

I have 7 users on this Ubuntu machine, which is a dist-upgrade from
Warty to Hoary. I'm up-to-date as of a couple of hours ago. While
investigating an issue with sound I discovered that every users but me
has the update-notifier applet. That's kind of odd because I'm the
only sudo-er and thus the only one who can take advantage of the
notifier. How to I get it? It's not listed when I right click on a
panel and choose +Add to Panel.
