Turned off top menu panel

Turn off as in its gone?
Right click on your bottom panel, select "New Panel" then when that
new panel pops up right click it and select "Properties" and set it up
the way you want it. Right clicking on the panel and selecting "Add to
Panel" will let you add the applets on it that you want.
