You do need to have the kernel source installed usually to compile
modem drivers from scratch. Did you grab it with Synaptic?

If you're on a laptop, I empathize, but if you're torturing yourself
like this with a desktop box, I'd highly recommend grabbing a hardware
modem from an online auction just be done with it.

I got an external US Robotics from Ebay for 15usd including shipping.
US Robotics even offered firmware upgrades for their modems that are
installable via linux. :)
