Your ability to use xv depends on several things:
1.) Is your X setup ok? Which graphics card do you use?

You can test this by running xdpyinfo from a terminal. It should list
"XVideo" as an enabled extension

2.) Is your player app configured to use xv, if it is available? 

gmplayer/mplayer have to be configured for it (rightclick video window
-> preferences -> tab Video)
xine should pick it up automatically as far as I know, but you can check
in its preferences (you may have to set user level "expert" or similar
to see the option)
totem as far as I know also picks xv up automatically
