Active window not the upper most one- How?

Yes this option exists, and I have selected it.
And it does work... after a fashion...

The reason I never thought it worked, is that it only seems to work with
entering text in the "box" where the cursor currently is. You can not
move the cursor with the mouse without raising that window.
You can move the cursor with the TAB key though.

In my case, I have always tried to click with the mouse where I want to
enter text, and voila, the window raises to the top...
