Active window not the upper most one- How?

Hej

I seem to recall that before i could have window which is not the upper
most one as my active window.
So I could have a almost full screen web browser with instructions, and
a small part of a terminal window open where I enter the commands.
When I try to do this now, the terminal window grabs control and raises
itself to the top.

How should I disable this feature?
