You can grab the build of ross burtonini
http://www.burtonini.com/debian/unstable/gtk2-engines-clearlooks_0.2.2-1_i386.deb, as you note this is 0.2 not 0.3 but you can get the source from burtonini and build the theme by your own with dpkg-buildpackage :-)
