Number of problems

Hello everyone,
I'm new to Ubuntu but I've used Linux systems for about 8 years now.
I really like Ubuntu, a light but capable system.
There are however a number of problems that I have noticed.
1. Under the Computer menu (top of the screen) you can access the
Synaptic tool via the System menu. Ubuntu then asks me to enter my
password. Synaptic starts ok when I use my own password, but fails when
I enter the root password (Yes, I changed my root password and enabled
the root account).
2. Ubuntu has some problems with my FAT32 partitions. I have a FAT32
partition mounted as /windows/d (my C drive is NTFS but I don't need
that one). I can access the partition as root, but not when I'm on my
normal user account.
3. This is more of a note than a problem. Where are the good Mono
packages? :D I installed the basic mono tools but haven't been able to
install MonoDevelop.
I hope someone can anser a couple of my questions.
