Installing local deb file

Dependencys will have to be resolved!
Take note of all the dependencys that your local file has and try to 
install them from the ubuntu repository sudo apt-get install 
<dependencies>, when doing this take special note of dependency 
versions. Once dependencies are meet you may install your local deb file 
the way you mentioned sudo apt-get install whatever.deb
