Hoary - gedit no longer open files in tabs by default

For comparison, the problem of gedit getting moved from one workspace to
another was
reported as bug 2077. :)

This issue is bigger than gedit, of course.  How should firefox work if
I click on a link in
an email in Evolution?  If firefox is already running, should it open a
new tab in firefox,
or start a new instance?  The same question comes up with any program
than can 
have several files open.
