laptop, pentium-m 1300.  It's a shortcoming of the current hoary
version (.17?).  The latest version adds some entries to the menu to
allow for full speed.

I grabbed the .18 emifreqd-applet source and copied the debian build
directory from the hoary .17 source, tinkered a little bit and
produced a binary deb.

I wasn't sure  what to put for the build number, so I opted for lots
of zeros to make it stick out.
