CPU Frequency Monitor Question

I guess I should've mentioned befoe I'm using hoary array 5 from the FEB 
16th Daily Snapshot...

At least I know now that it isn't a computer error....that was my only 
big concern..it's nice to
know what is acutally going on now, thanks to everyones help, and 
explanation of how it
throttles your cpu output based on what it needs to process data.
