The CPU-Load is monitored by a tool called cpufreq. When there's nothing to
do for the CPU, cpufreq puts your cpu in a powersave mode by scaling down
the core frequency, to save energy. If the system is heavy loaded again,
cpufreq set your cpu on full-speed.
The Poll interval is by default set to 2 seconds ;-)

If you want to review the policies and maybe change them, take a look at the
file /etc/cpufreqd.conf it's quite easy to understand it's syntax.
