Are you sure that your locale is using UTF-8? Try with 'locale charmap'.
Is the terminal using UTF-8? Check with 'vt-is-UTF8' and, if it is not set,
enable it with 'unicode_start'.
Did you try to use a console font other than the default one? For example, my
console looks much better when I use 'consolechars -f latarcyrheb-sun16.psf'.
