I agree on the surface, but to get the splash into Warty requires a
kernel patch, rebuild, etc.
When getting a splash screen requires patching the kernel and a whole
heap of hacking, without looking into it, I would say that it's not so
easy.

All valid points, but what about if the choice was between fixing
show-stopping bugs vs getting usplash to work?
What happens then? And who decides the priority?
I guess that's where "scratching your own itch" comes into play. Many
hands make light work...
