tla-buildpackage: Wrong dependency on python-apt

Package: tla-buildpackage
Version: 0.9.8
Severity: grave

Justification: renders package unusable

tla-buildpackage depends on python2.3 and python-apt. The point is that
python-apt in Hoary is set for Python 2.4 as this is now the default.
It's ok in Debian because Python 2.3 is still the default.

My patch is to depend on python2.3-apt instead of python-apt. ;-)
