Wiseguy answer: Quanta
Seriously, you don't need KDE to run Quanta, though if you install it
with synaptic you'll see that the bare minimum qt and perhaps a couple
kde libs will also be installed, just the ones needed to run Quanta.
That's the beauty of Debian. With rpm based systems, often you need to
install most of KDE to get quanta and other apps to work since the
meta-packages are so darn large.
Give Screem a try certainly, but using Gnome is no reason to eschew
Quanta.
BTW, if you dont like the theme of quanta, you can indeed run the KDE
control center from within Gnome and tweak to your desire. Run
"kcontrol"
