I perform quite alot of HDD reformats and am always installing new bits and bobs via APT. The thing is, I am, consequently, forever downloading the same packages more than once and I would much rather download them all onto the server and then just have the apt client on the workstations fetch the packages from the local server rather than getting them from half way across the internet - is this reasonably simple to implement?

Checkout apt-proxy. It lets you do exactly this. Might have to add universe
to your sources.list
