Keyboard layout weirdness ?

The problem happens both with Warty, and with the latest Hoary Array 3.

Here goes: during installation, I select

Language: English
Country: United Kingdom
Layout: French

the problem is that in a virtual console, it does use a French layout,
but in GDM and Gnome, it uses an english layout.
Sure, in Gnome it's easy enough to switch back to French, but GDM STILL
uses an English layout, making it very difficult to type ma log-in and
password.
I am concerned that this problem/inconsistency still show in the latest
Hoary Array, so I thought I would write about it.
