New Kernel won't install on Dapper

Three packages are held back in Kununtu, and 2 in Ubuntu.  They are:
linux-image-386
linux-restricted-modules-386
k3b (Kubuntu)

The latest release of linux-image-386 (version 2.6.15.8) depends on
linux-image-2.6.15-10-386, but that package is not installable
(apt-cache show linux-image-2.6.15-10-386 finds no package)

Similarly, linux-restricted-modules-386 version 2.6.15.8
 depends on
linux-restricted-modules-2.6.15-10-386, but the upgrade installed an
older version (linux-restricted-modules-2.6.15-9-386).

It appears that the repository (or at least the mirror I use) doesn't
have the 2.6.15-10 linux packages (for i386 architecture at least).

I haven't checked what the issue is with k3b.
