Installing Smarty tries to uninstall PHP5

No.  The breezy package depends on php4 or php5:
tim at marvin:~$ apt-cache show smarty
Package: smarty
Priority: optional

Version: 2.6.9-1
Depends: debconf, php4 | php4-cli | php4-cgi | php5 | php5-cgi |
php5-cli

php5 is available (it is a meta-package, and apparently hasn't been
installed), and depends on either libapache2-mod-php5 (which you have)
or php5-cgi.

Try installing php5 before installing smarty.
