I'm talking for my personal experience with my adsl with the same 128
kbps upload. I have found out that my upload doesn't affect things much.
What affects other applications is the amount of download connections
you have. If you download with 40 KB/s with 2 connections it will not
slow things down. If you download with (any) KB/s with 20 connections it
will slow you down causing HTTP to timeout. So limit your connections.
