I'll leave the rest since I don't use KDE or kubuntu and can't really
help there.

Nothing you can do (short of setting a separate boot login in your BIOS)
will prevent someone with local access to your machine to get root on
your machine, password or no password.
Not having an active root account, and instead doing admin stuff through
sudo, is exactly as safe as using root directly.
