[breezy] last update broke keyboard shortcuts

After an dist-upgrade on saturday, and a reboot, I was left with no
keyboard shortcuts.

Opening the keyboard shortcut manager (System -> Preferences ->
Keyboard Shortcuts) the list is completely empty with the exception of
category headers (Desktop, Sound, Window Managment -- and no, they're
not just collapsed! ;) )

This is really really annoying and if anybody has a quick fix I'd
really like to hear it.
