Officially Bugzilla is still for any "bug" in the supported portion of
Ubuntu, while Malone is for universe/multiverse bug.  It is planned to
change soon and have only Malone, but that hasn't been done yet.  So
you can still fill Dapper bug in bugzilla if you want.

As for writting a spec, you don't have to.  You can fill it in Malone
using a severity of "Wishlist".
