gcc version in breezy

This has been discussed many times; Ubuntu's attitude is to adopt new
technologies early, as soon as they're stable enough. To provide a
stable test platform for advancements in open source is one of the key
focuses of Ubuntu and is unlikely to change. If you need to compile
something with gcc 3.4 it's available in the repositories and can be
invoked with a simple environment variable.
