I think the decision was done more for security and peace of mind than
for bandwidth. In fact many people seem to have fast connections to the
internet so bandwidth is not that big a deal.
Spam however is a real problem, and images used in spam can be both
offensive and insecure. From the standpoint of protecting users from
these things I feel the default settings with images off is wise.
