On my Lycoris CD it's in:
/media/cd/rl/install/RPMS/kdeconfig-1.2-138rl.noarch.rpm
To get it out:
alien -t kdeconfig-1.2-138rl.noarch.rpm
It's at:
/opt/kde2/share/wallpapers/winter trees.jpg
Images normally inherent the permissions of their package, unless stated
otherwise. I've found no such statement - enjoy. :-)
Now if only I could find a copy of Knoppix 3.1's wallpaper. :-(
