How do you get pppoe to come up with system start up?

A year ago (was using Warty back then), when I ran pppoeconf to do the
same as you, it did explicitly ask me "do you want to enable the
connection at start-up", or something similar, to which I obviously
replied 'yes'... :-)
Maybe you missed this question by mistake ? Just try running it again
(without being root, just use "sudo pppoeconf", as a normal user).
